This memo details a change in the distribution model for PluggedIn VA funding, which is provided to the Virginia Department of Education (VDOE) through Virginia Lottery funds.

Virginia students who are ineligible to complete the Free Application for Federal Student Aid (FAFSA), including undocumented students and those with Deferred Action for Childhood Arrivals (DACA) status, now have a way to access state financial aid, the VASA.
See the attached VDOE Superintendent's Memo #007-22 and share it widely in your programs. We know that college affordability is a major issue for our students and their family members; identifying sources of aid can help address the barriers.
In 2020, Virginia instituted a “Test for Free in Virginia” campaign to promote free GED® testing as a means to increase the number of individuals earning their secondary credential. This memo announces the availability of additional GED® testing vouchers purchased by the Virginia Department of Education (VDOE) for adult education providers funded through the Workforce Innovation and Opportunity Act (WIOA), Title II, Adult Education and Family Literacy Act (AEFLA). This investment will support up to 712 individuals to test for free and earn a GED® credential.

The Program Year 2021-2022 collection window of the state adult education management information system (MIS) is expected to open by September 3, 2021. It will be open for data entry through July 29, 2022.
This guidance is intended to support adult education providers funded through the Workforce Innovation and Opportunity Act (WIOA), Title II, Adult Education and Family Literacy Act (AEFLA) in the development and delivery of high-quality online courses and is in effect as of July 1, 2021.
Revised guidance from the U.S. Department of Education, received July 20, 2021, clarifies that providers funded through the Workforce Innovation and Opportunity Act (WIOA), Title II, Adult Education and Family Literacy Act (AEFLA) may report additional measurable skill gains (MSG) for participants enrolled in workplace literacy education and integrated education and training (IET) programs. This guidance is in effect for providers in Virginia as of July 1, 2021.
The purpose of the Workforce Innovation and Opportunity Act (WIOA), Title II, Adult Education and Family Literacy Act (AEFLA) is to prepare students for further education, training, and employment. This memo serves to clarify that AEFLA funds may be used to offer HSE preparation classes in Spanish in order to accelerate Spanish-speaking students’ credential attainment and improve their English language proficiency.
This memo provides notice that the 2021-2022 Assessment Policy and Distance Education Policy for Virginia Adult Education and Literacy Programs has been finalized and will be available on the Adult Education Program Policy and Guidance webpage. The 2021-2022 Policy is in effect as of July 1, 2021.
This memo releases the 2021-2022 Schedule of Adult Education and Literacy Services, which has been updated to reflect new instructional modes and class types. All AEFLA-supported classes must be included on the Schedule and the Schedule must be submitted to OAEL@doe.virginia.gov by September 30, 2021. The 2021-2022 Schedule template with examples is Attachment A for this memo.
Revised guidance from the U.S. Department of Education, received June 18, 2019, states that Adult Education and Family Literacy Act (AEFLA) funds may be used for the costs of credentials, certificates, and licenses as part of an integrated education and training (IET) program. This guidance is in effect for Virginia adult education providers delivering an IET program as of July 1, 2019.
